Grunley Construction is the Design/Build contractor modernizing the Pennsylvania Avenue Wing (Phase III) of the historic Eisenhower Executive Office Building (EEOB) in Washington, DC. Grunley, with its A/E team led by Hayes, Seay, Mattern & Mattern, Inc., an AECOM company, completed renovations to the 17th Street Wing (Phase I) in March 2007, and its work on the State Place Wing (Phase II) in June 2009.

The objective of Phase III is to both modernize the remaining area of EEOB (~172,000 square feet) and incorporate security enhancements to match those included in the initial phases. Design is underway and construction is slated to start in October 2009. EEOB provides administrative office space for the Executive Office of the President. 

Although Phases I and II of the EEOB modernization were designed and constructed to obtain LEED® certification in the Existing Buildings category, in Phase III, the project team has moved to LEED – New Building / Major Renovation for certification compliance.
