Gilbane Building Company and Grunley Construction Company serve as Construction Manager as Constructor (CMc) provided Preconstruction and Construction Services for Phase 1 and Preconstruction Services for Phases 2-8 to modernize the Herbert C. Hoover Building in downtown Washington, DC. The building serves as the headquarters for the U.S. Department of Commerce and houses 3,000 staff.

Phase 1 included the demolition and rebuild of a 100,000 sf swing space in Courtyard #6 which enables the phased renovation to take place while the building remains occupied and operational.  Phase 1 also included replacement of the cooling towers, and replacement of the building’s primary electrical systems.

The entire Hoover modernization consists of eight phases spanning 13 years and totaling over $400 million. The project is seeking LEED NC 2.0. Silver.
