Grunley Construction contracted with The Architect of the Capitol (AOC) for accessibility improvements to the Southwest entrance of the James Madison Building, the newest building at the Library of Congress complex. This brought the building into compliance with the Americans with Disabilities Act (ADA). At over 2 million square feet, it is one of the largest buildings in the metropolitan Washington area.

The project involved the installation of a new handicap ramp from the street level to the upper stair landing of the Southwest entrance. The ramp was integrated into the existing planters and constructed to match the stone and ornamental metal features of this existing landmark building.

Grunley performed phased renovations of the Thomas Jefferson and John Adams Buildings at the Library of Congress under previous contracts; however, this marked Grunley's first project at the James Madison Building.
