As part of a joint venture, Grunley Construction, Tompkins-Turner Government Services, and Kinsley Construction have been awarded a $477 million contract to construct the “C4ISR Center of Excellence.” This contract award is part of the Base Realignment and Closure (BRAC) program. The five-phased project—once completed—will be a state-of-the-art research and technology campus at the Aberdeen Proving Ground in Harford County, Maryland.

C4ISR involves the design/construction of a new nine building campus totaling 1.6 million square feet of new space for a U.S. Army communication unit that is relocating from Fort Monmouth, NJ. The proposed floor plans have been developed in an effort to maximize green space, vistas and daylight and minimize site disturbance. The buildings will ‘interconnect’ with each other through connecting bridges.
